SOLICITATION RELEASE NOTICE. This solicitation notice releases Soliciation 70LGLY24RGLB00001, all Exhibits, and all attachments associated with this requirement.

This is a presolicitation notice for Dorm Management Services for Department of Homeland Security (DHS) Federal Law Enforcement Training Centers (FLETC) Glynco (Brunswick), Georgia.

The solicitation number for this requirement is 70LGLY24RGLB00001 and will be issued as a Request for Proposal (RFP) commercial item acquisition. This acquisition will be issued as a competitive 8(a) Set-Aside.

The FLETC Dorm Management Services acquisition and source selection will be conducted in accordance with the Federal Acquisition Regulation (FAR), Parts 12 and 15 and HSAM 3015.3 using best value source selection process. In accordance with FAR 52.212-2, award will be made to the responsible offer whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.

The North American Industry Classification System Code (NAICS) is 561720 Janitorial Services, and the Small Business Standard is $22 million. The Product/Service Code is S201 Housekeeping-Custodial Janitorial.

The Contractor shall provide all labor, supplies, materials, equipment, including safety and protective gear, repair parts, tools, equipment, planning, scheduling and coordination, management, and supervision necessary to perform Dorm Management

Services to include but not limited to custodial, housekeeping, desk clerk, locksmith, and maintenance services for ten (10) dormitories [total rooms 2,293 (1,064 double and 1,229 single occupancy)], five (5) student centers, one (1) laundry center, three (3) swimming pools ( 1 indoor & 2 outdoor), and all maintenance for three (3) cold tubs as described throughout the Performance Work Statement (PWS) provided in the solicitation document.

The period of performance of this contract will be a base period of six (6) months, four (4) 12-month option periods, one (1) six (6) month option period. The Government may unilaterally exercise the option periods at its discretion. The Government shall not exceed a total duration of the contract including options a total of 60 months (5-years).

Solicitation will be released on or about November 30, 2023.
