Background
The contract is issued by USTRANSCOM for domestic charter airlift services, aiming to provide air cargo and passenger transportation using FAA part 121 approved aircraft within the Continental United States, U.S. Territories, Mexico, Canada, and the Caribbean Islands.

Work Details
The contractor shall provide all necessary personnel, equipment, tools, materials, supervision, and services for air charter transportation. This includes ensuring all aircraft are licensed and maintained according to FAA, DoT, and DoD standards.

The contractor must be a member of the Civil Reserve Air Fleet (CRAF) program or have a DoD-approved Letter of Technical Ineligibility. Aircraft replacement or addition requires DoD approval. The contractor must provide sufficient qualified crew members to complete flights without delays and ensure aircraft are capable of completing flights without unscheduled maintenance.

Flights can be scheduled at any time with FAA limitations identified prior to award. Arrival and departure information must be reported within ten minutes to the 618th Air Operations Center.
