Background
This is a solicitation for U.S. Transportation Command’s (USTRANSCOM) upcoming requirement to procure a wide variety of Domestic Charter Airlift Services, procured under USTRANSCOM acquisition authority and the DoD Directive 5158.4.

Work Details
The Contractor shall perform Domestic Charter Airlift Services and related support services IAW Attachment 1 – PWS. The carrier shall provide all personnel, equipment, tools, materials, supervision, and other items and services necessary to perform air charter transportation services for one-time domestic passenger, cargo, and combined movements at both military and commercial airfields within the Continental United States, Alaska, Hawaii, Puerto Rico, U.S. Virgin Islands, Mexico or Canada as specified in the individual solicitation or delivery order.

Period of Performance
The ordering period for contracts awarded from this solicitation will begin on 1 October 2023 or the date of award, whichever occurs later. The base ordering period shall continue for five years through 30 September 2028 unless sooner terminated or extended by USTRANSCOM under the provisions of this contract.

Place of Performance
The geographic location(s) where the contract will be performed include the Continental United States, Alaska, Hawaii, Puerto Rico, U.S. Virgin Islands, Mexico or Canada as specified in the individual solicitation or delivery order.
