Domestic A&E Services

The Department of State (DOS), Office of the Procurement Executive, on behalf of the Office of Real Property Management anticipates awarding up to eight (8) Indefinite Delivery/Indefinite Quantity (IDIQ) contracts to qualified firms or teams to provide Architectural and Engineering (A/E) services for studies, new construction, and renovation projects at various locations in the United States. Most projects will be in the Washington D.C. metropolitan area; with some work at other Department of State facilities nationwide (e.g. U.S. Passport Agencies, Charleston Regional Center, etc.).

Background
The solicitation is issued by the real property management/design and construction division, aiming to provide domestic A&E services. The goal is to engage A/E firms capable of delivering design-bid-build (DBB) and design-build (D/B) packages, feasibility studies, and other design services.

Work Details
The contract involves facility rehabilitation and system replacement projects across multiple disciplines such as architectural, interior design, mechanical, plumbing, civil/geotechnical, structural, and electrical in office buildings and support facilities. It requires expertise in furniture, furnishings, equipment management including GSA federal schedules procurement, relocation planning, security and telecommunications systems integration into design documents.

Projects must demonstrate creative solutions in adaptive reuse, sustainable design, energy conservation, pollution prevention, waste reduction, use of recovered materials, and accommodating organizational and technical change. LEED certification experience is mandatory.

Place of Performance
The Department has historic properties like Blair House, National Foreign Affairs Training Center (NFATC), Potomac Hill and the Harry S Truman Building with ongoing exterior restoration projects at Navy Hill and NFATC.
