Domain Refined Grain Oriented Electrical Steel (DR-GOES)   4

Background
The Defense Logistics Agency (DLA) awarded Delivery Order SP800-25-F-0011 against a firm fixed price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract with a five-year ordering period for Domain Refined Grain Oriented Electric Steel (DR-GOES) to sole source domestic supplier Cleveland-Cliffs Inc. (CAGE: 9DVM1 / UEI: KE9JWP7B2UL5).

The procurement was not competed. DLA Strategic Materials received authority to procure DR-GOES in the fiscal year (FY) 2024 Consolidated Appropriations Act and anticipates additional appropriations over the upcoming five years. The material is intended for long-term storage in an enclosed Government warehouse.

Work Details
DLA Strategic Materials intends to purchase up to 53,450 Net Tons of DR-GOES over the course of a five-year ordering period. The estimated quantities are as follows:

DR-GOES is produced in very thin sheets and rolled into coils not exceeding ~6 Net Tons at the supplier. The coils must be fully tested per the contractor’s Sampling Plan, palletized, and packaged to prevent any environmental or handling damage. Technical requirements include:
- Maximum Core Loss at 50 Hz, 1.5T: 0.280 W/lb.
- Minimum Peak Permeability at 10 Oe: 1.875 H10 Perm
- Minimum Stacking Factor: 93%
- Nominal Thickness: between 0.008 and 0.0098 inches
- Minimum coil width: 35.5 inches
- Maximum inside diameter of coils: 20 inches
- Maximum packed weight per coil: 12,500 pounds including packaging material.

Place of Performance
All delivered material will be stored at the DLA-SM Hammond Depot.
