DOL - SonarQube - MRAS

The General Services Administration (GSA), on behalf of the Department of Labor (DOL), is conducting market research to identify potential contractors capable of providing specific software services. This initiative is aimed at supporting the Information Technology Infrastructure Operations Department (ITIOD) of the Pension Benefit Guaranty Corporation (PBGC). The overall goal is to enhance the code quality assurance processes within PBGC by leveraging advanced tools for static and dynamic code analysis.

The contract seeks a qualified vendor to supply licenses, maintenance support, and professional services for the SonarQube Developer Edition. SonarQube is a widely recognized tool for code quality assurance, which facilitates continuous measurement and improvement of source code quality through comprehensive analysis and reporting. The requirement includes providing a subscription service for SonarQube Developer Edition that supports up to 2 million lines of code (LOCs) along with necessary support services. This includes delivering product licenses, offering maintenance, and optionally providing direct technical support across multiple years.

In detail, the contractor will be responsible for ensuring that PBGC has access to one production license and two staging licenses for the SonarQube Developer Edition as part of their service package. Additionally, optional direct technical support is required in both option year 1 and option year 2. All work will be performed remotely with deliverables such as activation codes/keys and updated software download access provided electronically within 48 hours of contract award.

The contract will be established as a firm-fixed-price agreement with an initial base year followed by two optional years. The place of performance will be at PBGC's headquarters located at 445 12th Street SW, Washington, DC; however, all tasks are expected to be completed remotely by the contractor. This setup ensures that PBGC's IT infrastructure continues to operate efficiently while maintaining high standards in software development practices.
