Description

The General Services Administration (GSA), on behalf of the Department of Labor (DOL), is conducting market research to identify potential contractors capable of providing expert consultative services related to the compliance of private carriers and self-insurers under the Office of Workers' Compensation Programs (OWCP). This initiative is part of a broader effort to ensure that workers' compensation liabilities are adequately covered under the Black Lung Benefits Act (BLBA) and Longshore and Harbor Workers' Compensation Act (LHWCA). The OWCP administers several major disability compensation programs that provide essential benefits such as wage replacement, medical treatment, and vocational rehabilitation to workers affected by work-related injuries or diseases.

The contractor will be responsible for delivering all necessary personnel, equipment, tools, materials, supervision, and non-personal services required to perform comprehensive evaluations and assessments. These services include reviewing new or renewal applications for underwriting commercial coverage or self-insurance related to BLBA and LHWCA. The contractor will also conduct complex financial evaluations to determine the viability of applicants seeking authorization as self-insurers or insurance carriers. Additionally, they will help establish appropriate security levels and enforce compliance if parties fail to secure adequate workers' compensation coverage.

OWCP's responsibilities extend beyond just BLBA and LHWCA; they also oversee additional acts like the Defense Base Act, Nonappropriated Instrumentalities Act (NAFIA), and Outer Continental Shelf Lands Act (OCSLA). These acts ensure that workers' compensation benefits are provided promptly for employees engaged in specific employment activities related to U.S. military bases or government contracts outside the United States. The selected contractor will play a crucial role in supporting OWCP's mission by ensuring compliance with these statutes through rigorous review processes and expert consultations.
