Description

The Department of Labor (DOL), in collaboration with the General Services Administration (GSA), is seeking to modernize the parking facilities at the Frances Perkins Building (FPB) through a comprehensive parking management services contract. The overarching goal of this initiative is to enhance customer service, functionality, and security within FPB's parking garages. By implementing advanced automation and management solutions, the DOL aims to streamline operations and ensure an optimal parking experience for employees, contractors, distinguished guests, and visitors.

The contract involves providing full-scale automation and management services across three independent garages within FPB: East Garage with 449 tandem spaces, North Garage with 228 spaces, and South Garage with 221 spaces. The contractor will be responsible for furnishing all necessary personnel, equipment, technology, tools, materials, supervision, and management needed to install and maintain an automated parking solution. This includes implementing automated entry/exit control systems, payment systems, sensor-based monitoring technologies as well as ensuring day-to-day operational management of the garages.

In addition to technological upgrades, the contractor will oversee daily garage operations including customer service functions and issue resolution while supporting government personnel and users. The scope also encompasses reporting functions for data collection and transparency measures alongside coordination for maintenance activities to maintain operational readiness. Ensuring compatibility with federal facility standards is critical to this project's success in maintaining a secure and user-friendly environment that aligns with federal requirements.

The performance period for this contract will initially span a base period of 24 months followed by three optional 12-month extensions if exercised. Quality control measures are emphasized throughout this contract; the contractor must develop a robust quality control program that ensures compliance with performance standards outlined in the Performance Work Statement (PWS). Additionally, the government will evaluate contractor performance through a Quality Assurance Surveillance Plan (QASP) to ensure adherence to contractual obligations.
