The Pension Benefit Guaranty Corporation (PBGC), a government-owned corporation established under Title IV of the Employee Retirement Income Security Act (ERISA) of 1974, is seeking to enhance its operational capabilities through a new contract. The PBGC's mission focuses on encouraging the continuation and maintenance of private sector defined benefit pension plans, ensuring timely payment of pension benefits, and minimizing pension insurance premiums. The Office of Benefits Administration (OBA), which manages the termination process for defined benefit plans and provides participant services, is at the forefront of these efforts. Within this framework, the Technology/Risk Management Division (TRMD) plays a crucial role by providing programmatic management, oversight, and quality assurance for benefit administration and actuarial systems.

The PBGC has issued a solicitation for Data Analysis and Administrative Support (DAAS) Services to bolster its operations within TRMD. The scope of work includes providing technical support for data acquisition, evaluation, transfer, and integration into agency-supported applications. This involves handling data from newly terminated defined benefit pension plans as well as ongoing administration tasks. The contractor will be responsible for transferring data from previous plan administrators' systems into PBGC's existing applications using tools such as SQL, Microsoft Access, VBA, Oracle, among others. Additionally, there are requirements for reformatting and loading data into various client servers and databases to facilitate accurate calculation and administration of benefits.

Beyond technical services related to data processing and integration, the contract also encompasses administrative support tasks. These include making recommendations for improving standard services associated with data management processes; tracking service requests; documenting procedural changes; providing training to PBGC staff; assisting in testing TRMD tools and applications; as well as offering analytical reports to upper management. These activities aim to ensure seamless operation across various departments involved in plan processing during initial trusteeship years.

The successful execution of this contract requires collaboration between federal staff and contractors while adhering strictly to PBGC's security policies regarding data acquisition and sharing. The contractor must demonstrate robust project management methodologies alongside effective communication strategies with clients throughout implementation phases. Additionally, maintaining high standards of data quality and integrity is paramount in meeting performance requirements outlined in the solicitation.
