THIS IS A PRE-SOLICITATION NOTICE IN ACCORDANCE WITH FAR 5.203. A SOLICITATION IS ANTICIPATED AND FORTHCOMING. NO RESPONSES ARE REQUIRED FOR THIS NOTICE. THE OFFICIAL SOLICITATION WILL BE POSTED TO GSA e-BUY UNDER A SEPARATE COVER.

The U.S. Department of Labor, Office of the Assistant Secretary for Administration and Management (OASAM), Office of the Senior Procurement Executive (OSPE) anticipates issuing a Request for Quotation (RFQ) for Communications Support.

The objective of this requirement is to obtain services of an experienced contractor to provide support to DOL agencies in strategic communication, oversight, coordination and delivery support of Agency priorities, process improvement initiatives, change management, communications, and engagement initiatives incorporating innovative uses of technology to facilitate effective, inclusive, and coordinated communications.

The contractor shall support the development and implementation of communication, messaging, change management, outreach and training efforts using a wide variety of communication approaches including but not limited to newsletters, job aids, training materials, website content, videos, graphics, blogs, etc. The Contractor will also support event planning and management, in-person at the DOL headquarters in Washington, DC, virtually, and in the hybrid work environment, to help foster direct communication with stakeholders.

The RFQ will be posted on GSA e-Buy approximately 15-30 days after the publication of this notice. The RFQ will be restricted to GSA Schedule contractors and to woman-owned small businesses. The anticipated contract will be a single award Blanket Purchase Agreement (BPA) with a period of performance of one 12-month Base period and four 12-month Option periods. Potential Offerors will be responsbile for obtaining the solicitation and related amendments, if any, from GSA e-Buy after the solicitation has been posted. The Government will not maintain a mailing list. All questions must be submitted in writing and will be addressed in the forthcoming solicitation.
