Description

This request for proposal (RFP) is for award of a contract which allows for firm-fixed-price and/or labor-hour line items for non-personal services necessary to perform the Bureau of Labor Statistics (BLS) Electronic Data Collection (EDI) Center Operations as defined in the attached Performance Work Statement (PWS).

Background
The Bureau of Labor Statistics (BLS), part of the U.S. Department of Labor, is seeking a contractor to perform Electronic Data Interchange (EDI) Center Operations. The goal of this contract is to collect and process confidential employment, hour, and wage data for major BLS programs that measure the health of the U.S. economy. This contract will allow for firm-fixed-price and/or labor-hour line items for non-personal services necessary to perform these operations as defined in the Performance Work Statement (PWS).

Work Details
The contractor will provide data collection and processing services at the EDI Center located in Chicago, IL. Key tasks include:

1) Collecting MWR, RFEW, and CES data through electronic means;
2) Processing large multi-establishment corporate reports;
3) Conducting quality control, training, and project management;
4) Keeping records of all data transmissions;
5) Processing data through government-provided editing programs;
6) Conducting follow-ups to resolve discrepancies;
7) Developing programs to translate company-supplied data formats into standard input formats;
8) Maintaining the EDI Center intranet site;
9) Troubleshooting systems problems and providing recommendations on technical issues.

The contractor must ensure compliance with quality control standards and provide regular reports on performance metrics.

Period of Performance
The period of performance for this contract is from March 9, 2026, to March 8, 2031, including one base year and four option years.

Place of Performance
The contract will be performed at the Bureau of Labor Statistics Electronic Data Interchange Center located in Chicago, Illinois.
