This request for proposal (RFP) is for award of a contract which allows for firm-fixed-price and/or labor-hour line items for non-personal services necessary to perform the Bureau of Labor Statistics (BLS) Data Collection activities related to the Current Employment Statistics (CES) program as defined in the attached Performance Work Statement (PWS).

Please see the attached document, "AMNT 0004 - DOL RFQ 1605C5-25-R-00002 0004", for the latest version of the RFP and the list of added or revised RFP documents. This referenced document provides a text-accessible version of the solicitation.

Note: There are four amendments to this RFP:

Background
The Bureau of Labor Statistics (BLS), part of the U.S. Department of Labor, is seeking a contractor to perform data collection activities related to the Current Employment Statistics (CES) program. This initiative aims to secure and maintain survey participation and collect confidential employment, hour, and wage data that contribute to principal federal economic indicators measuring the health of the U.S. economy.

The CES program involves collecting data from approximately 122,000 businesses and government agencies across the nation.

Work Details
The contractor will provide non-personal services necessary for BLS CES Data Collection activities, including:
1. Address refinement activities on sample units to verify operational status and identify points of contact.
2. Enroll cases into the survey to ensure representative participation across sample panels.
3. Contact refusal cases to convert them into respondents.
4. Collect current month data and missing data from previous months using Computer Assisted Telephone Interviewing (CATI).
5. Schedule collection dates with respondents to enhance participation rates.
6. Transition established respondents to online reporting via BLS’s web collection tool.
7. Minimize data collection via fax or email to reduce risks associated with manual entry errors.
8. Operate a Help Desk for web respondents and resolve data quality issues.

Period of Performance
The contract period is set from February 6, 2026, to February 5, 2027, with options for additional periods extending through February 5, 2031.

Place of Performance
Data Collection Centers located in Atlanta, GA; Dallas, TX; Kansas City, MO; Fort Walton Beach, FL; with Help Desk services provided in Suitland, MD.
