DOL BLS Data Collection Center (DCC) Operations - Job Openings and Labor Turnover Survey (JOLTS) Program

Background
The Department of Labor (DOL) Office Senior Procurement Executive, on behalf of the Bureau of Labor Statistics (BLS), is issuing this Request for Proposal (RFP) for a firm-fixed-price and/or labor-hour line items contract.
The purpose of the contract is to perform Data Collection activities related to the Job Openings and Labor Turnover Survey (JOLTS) program, as outlined in the attached Performance Work Statement (PWS).
This initiative aims to enhance the accuracy and reliability of labor statistics which are crucial for understanding job market dynamics.

Work Details
The contractor will be responsible for various tasks under the JOLTS program, including:
1. Address Refinement and Enrollment: Achieving specific address refinement and enrollment rates over three months with performance standards set at 98% for the first two months and 100% for the third month.
2. Multi-Modal Collection: Ensuring response rates and collection rates meet defined thresholds across multiple closings, with item response rates for job openings, hires, quits, layoffs/discharges, and other separations specified at 90% or higher.
3. Edit Reconciliation: Clearing system and program office edits within specified time frames, achieving a minimum of 25% cleared within seven days up to 100% within sixty days.
4. Training: Certifying new hires in various modules within 60 days of their start date and ensuring annual re-certification as needed.
5. Quality Management: Resolving quality assurance issues within five business days and completing quality control activities as per the Quality Control Plan.
6. Project Management: Timely delivery of accurate contract deliverables while meeting or exceeding Acceptable Quality Levels (AQLs). The contractor must be fully staffed to achieve AQLs, with penalties for unfilled managerial positions.
