The General Services Administration (GSA) is conducting market research on behalf of the Department of Justice (DOJ) to identify potential contractors for a water treatment services contract at the Federal Bureau of Prisons' Federal Medical Center (FMC) in Devens, Massachusetts. Key systems requiring service under this contract include three Donlee Boilers, three Trane Chillers, one Trane Cooling Tower, one Hot Water Loop, one Chilled Water Loop, and one Well/McClain boiler located in the warehouse. The contractor is expected to conduct routine monthly visits by a qualified representative to prevent potential problems that could affect equipment efficiency or cause damage. These visits must be scheduled in advance with coordination from the General Foreman at FMC Devens during normal working hours.


In addition to routine maintenance services, the contractor must also provide emergency response capabilities with a response time not exceeding four hours after notification on the same day. During each visit for in-plant testing and analysis related to boiler/cooling chemical treatments, a primary service representative will spend at least one hour onsite performing essential tasks such as collecting samples for field analysis, evaluating performance treatments used in the program, checking quality of field testing reagents, reviewing test results/records from plant operations, calibrating tower inhibitor controllers, and conducting dissolved oxygen tests onsite.
