DOJ USMS - IT Support Services - MRAS

The United States Marshals Service (USMS), under the Department of Justice (DOJ), is conducting market research through the General Services Administration (GSA) to explore capabilities for providing IT support services. This initiative aims to enhance the operational and administrative efficiency of the Justice Prisoner and Air Transportation System (JPATS). JPATS is responsible for managing and transporting prisoners, a critical function that demands robust technological support to ensure seamless operations.

The work being requested involves a comprehensive suite of IT services that include maintaining and enhancing existing systems, such as the JPATS Management Information System (JMIS) and Movement Packet (MPAC). These systems utilize both Commercial Off-The-Shelf (COTS) cloud Software-as-a-Service (SaaS) solutions and Government Owned custom-developed products. The objective is to provide technical support that augments enterprise IT services, ensuring optimal performance of systems critical to prisoner management and transport operations.

Key components of this requirement include supporting JMIS Transportation, which uses Oracle Application Express (APEX) for scheduling prisoner movements. The role involves optimizing transportation routes using a General Algebraic Modeling System (GAMS), which employs mathematical optimization techniques. Additionally, there is a need for ongoing operations, maintenance, and enhancement of an in-house developed scheduling engine known as JMIS Automated Routing and Scheduling (JARS). This system leverages machine learning on historical data to automate trip scheduling.

Moreover, contractors will be responsible for providing user training on these systems' functionalities. Expertise in mathematical optimization, GAMS modeling, CBC solver algorithms, PL/SQL programming, and APEX configuration is crucial for fulfilling these roles effectively. Through this market research effort, the USMS seeks to identify capable providers who can deliver these specialized IT services efficiently.
