Description

The U.S. Department of Justice (DOJ), in collaboration with the General Services Administration (GSA), is conducting market research to identify potential contractors capable of providing Executive, Administrative, and Professional Support Services for the United States Marshals Service (USMS). This initiative aims to enhance the operational efficiency and effectiveness of USMS by leveraging external expertise across more than thirty professional disciplines. The overarching goal is to support law enforcement activities and daily business operations at various USMS locations nationwide, including Headquarters and District Offices.

The USMS Procurement Division requires a wide range of services that encompass Accounting, Administrative Assistance, Budget Analysis, Financial Analysis, Intelligence Analysis, Program Analysis, and Project Management. The selected contractor will be responsible for furnishing all personnel necessary to perform these tasks as outlined in the Performance Work Statement (PWS). The contract will be structured as a Blanket Purchase Agreement (BPA) under the GSA Multiple Award Schedule (MAS), allowing for flexibility in issuing call orders tailored to specific requirements as they arise. Each call order will be executed on a time-and-material basis with fixed labor rates corresponding to predefined labor categories.

To ensure seamless service delivery, contractors are expected to provide all necessary equipment, tools, materials/supplies, supervision, and quality control measures unless otherwise specified as Government-furnished resources. The anticipated period of performance includes a base year with four optional one-year extensions and an additional six-month extension if required. This structure allows DOJ and USMS to maintain continuity in support services while adapting to evolving needs over time.

The BPA does not obligate government funds upfront; instead, funding is allocated on a per-call order basis issued by authorized Contracting Officers from the USMS Procurement Division. Contractors must adhere strictly to GSA MAS limitations when fulfilling these orders. Additionally, all contractor personnel must meet professional qualifications and security requirements stipulated in the PWS while ensuring compliance with standards that prohibit them from performing inherently governmental functions or supervising government employees.
