Description

The Department of Justice (DOJ), through the General Services Administration (GSA), is engaging in market research to identify capabilities related to providing professional IT support services for the Executive Office for United States Attorneys (EOUSA). The primary goal of this initiative is to enhance the Data Integrity and Analysis functions within EOUSA, which play a crucial role in supporting the 94 United States Attorney's Offices (USAOs). The data and analyses produced help inform management decisions and justify annual budget requests, underscoring their importance in achieving DOJ's mission.

The work requested involves providing comprehensive IT support services that focus on developing and generating reports and analyses on data stored within Microsoft SQL Server 2019 databases. This requires expertise in SQL, PL/SQL, T-SQL, as well as proficiency with various software packages such as SAS, Cognos, Crystal Reports, and other potential tools subject to security assessments. The contractor will be responsible for ensuring timely delivery of monthly scheduled reports over 16,000 annually and responding to ad hoc reporting requests from various stakeholders including DOJ leadership and external agencies.

In addition to report generation, the contractor will be tasked with managing existing report requests and developing Standard Operating Procedures (SOPs) for both monthly reporting processes and ad hoc reporting & analysis. A Quality Assurance Plan must also be developed to ensure data accuracy and integrity. The contractor's personnel must possess significant experience with Oracle RDBMS, SQL technologies, Cognos, Crystal Reports, Microsoft SQL Server Management Studio, Toad, among other tools necessary for fulfilling these requirements.

This contractual arrangement emphasizes independence from government supervision while requiring compliance with federal standards and regulations. The contractor must provide a primary point of contact responsible for supervising its personnel's performance under this order. Overall performance will be monitored by the government to ensure all deliverables meet established quality standards in a timely manner.
