DOJ OJP - Construction Management Assistance - MRAS

The U.S. Department of Justice (DOJ), through the Office of Justice Programs (OJP) and in collaboration with the General Services Administration (GSA), is conducting market research to support the Office for Victims of Crime (OVC). The OVC, established under an amendment to the Victims of Crime Act (VOCA) in 1988, is dedicated to enhancing the nation's capacity to assist crime victims. It aims to provide leadership in transforming attitudes, policies, and practices towards promoting justice and healing for all crime victims. Funded by the Crime Victims Fund, OVC supports a wide range of programs designed to help victims recover and rebuild their lives.

The primary focus of this solicitation is on the Tribal Victim Services Set Aside Program (TVSSA), which provides funding support to American Indian and Alaska Native communities. The program's objective is to enhance services for crime victims within these communities through a formula grant program funded by a designated set-aside from the Crime Victims Fund. The TVSSA funds can be utilized for various activities aimed at supporting crime victims, such as renovating or expanding existing facilities or constructing new ones for victim services.

The work requested involves providing construction project management technical assistance specifically tailored for tribal victim services facilities. This includes supporting grantees under the OVC TVSSA program with renovation, expansion, or new construction projects related to office spaces for victim services programs or shelters/safe homes/transitional living facilities. The aim is to ensure that these facilities are developed efficiently and effectively, meeting both cost-effectiveness standards and community needs.
