Description

The Federal Bureau of Investigation (FBI), through the General Services Administration (GSA), is conducting market research to identify potential contractors who can provide specialized data and computer scientist capabilities. This initiative is part of the FBI's Criminal Investigative Division (CID) efforts, specifically within the Hi-Tech Organized Crime Unit (HTOCU). The overarching goal of this contract is to bolster the FBI's ability to protect and defend the United States against various threats, including terrorist activities and foreign intelligence operations, while ensuring compliance with U.S. criminal laws and maintaining leadership in criminal justice services.

The contract seeks to engage skilled Computer Scientists and Data Scientists who will play a crucial role in handling all data-related activities within the HTOCU. These professionals are expected to leverage their expertise in analyzing large datasets received by the unit. Their work will focus on identifying investigative gaps and generating additional leads from diverse data sources. The Data Scientist's responsibilities include data exploitation, statistical analysis, and visualization tasks that aim to enhance insights derived by the JCODE team. They will also be responsible for standardizing, enriching, and visualizing extensive datasets from various origins.

In parallel, the Computer Scientist will support these efforts by developing, maintaining, and deploying advanced analytic systems designed for data enrichment and visualization purposes. These systems are intended to manage large volumes of data efficiently while providing actionable insights that aid in ongoing investigations conducted by HTOCU. This dual approach ensures that both technical development and analytical interpretation are addressed comprehensively under this contract.

This contract is structured as a Time and Materials/Labor Hour agreement under Personal Services Contracts (PSC). It underscores the FBI's commitment to employing cutting-edge technology solutions to enhance its investigative capabilities against high-tech organized crime activities. By engaging qualified professionals through this solicitation process, the FBI aims to strengthen its operational efficiency in tackling complex criminal networks using sophisticated data-driven methodologies.
