The Federal Bureau of Investigation (FBI) is seeking a contractor to provide hosting services for the BUILDERâ„¢ Sustainment Management System (SMS) program. The purpose of this program is to guide the FBI in allocating funding for the maintenance and repair of its owned facilities. The contractor will be responsible for procuring, installing, and hosting the latest version of the BUILDERâ„¢ SMS software on a secure web hosting server. They will also need to provide user support, software updates, licensing, and regular backups of the program's database. The hosting services will be required for a period of one year, starting on May 1, 2024.

The primary place of performance for this contract will be at the FBI Academy in Quantico, Virginia. The contractor must ensure that the server remains accessible 24/7/365 as it may be accessed by personnel in different time zones. Primary support will be required during core hours from Monday to Friday, 8:00 am to 5:00 pm (EST). The period of performance for this contract is twelve months, from May 1, 2024, to April 31, 2025.

The contractor will be responsible for providing quarterly status reports to the Contracting Officer (CO) and the Contracting Office Representative (COR). These reports should include software updates, license renewals, software patches, fixes, or upgrades as they are released. Invoices for payment should be submitted via the Invoice Processing Platform (IPP), which is an electronic invoicing system used by the FBI. The contractor must ensure that all necessary home office support and associated costs are provided at no additional cost to the FBI.
