DOJ EOUSA - Network Cable Infrastructure Installation Services - MRAS

The U.S. General Services Administration (GSA), on behalf of the Department of Justice (DOJ) and the Executive Office for United States Attorneys (EOUSA), is conducting market research to identify qualified vendors capable of providing comprehensive network cable infrastructure installation services. This initiative supports the DOJ's commitment to maintaining robust and reliable communication networks across its 94 United States Attorney Office districts, which are located throughout the U.S., Puerto Rico, Guam, Saipan, and the Virgin Islands. The primary goal is to ensure seamless network connectivity during office expansions, relocations, or establishment of new office spaces.

The scope of work encompasses both Local Area Network (LAN) and Wireless Local Area Network (WLAN) cabling infrastructure installation and relocation services. This includes de-installation, moving, and re-installation of existing IT infrastructures as well as provisioning new spaces with necessary wireless equipment and cabling. Additionally, there is a requirement for ad hoc cabling services related to emergency notification systems like Rave and USAAlertus Mass Emergency Notification Systems when individual USAO locations opt into these services.

Vendors responding to this solicitation are expected to manage all aspects of the structured cabling plant tasking. This includes project management, scheduling, quality assurance activities such as obtaining necessary permits and licenses, scheduling inspections, conducting tests, ensuring safety compliance, delivering required documentation like drawings and test reports, coordinating with other on-site contractors through Integrated Product Team (IPT) weekly updates, and providing warranties for installed hardware systems.

To meet these requirements effectively, vendors must demonstrate their ability to handle diverse tasks such as material acquisition and installation of CAT 6 copper cables along with Optical Multimode 3 fiber cables. These installations require precise execution including pulling cables through conduits or pathways; terminating them at designated points; testing for performance standards; labeling them accurately; managing logistics for shipment; staging materials appropriately; executing installations efficiently; adhering to project timelines; ensuring all personnel comply with DOJ's security requirements including citizenship verification and passing background checks.
