Description

The General Services Administration (GSA), on behalf of the Department of Justice (DOJ), is conducting market research to support the Executive Office for United States Attorneys (EOUSA). The EOUSA, particularly its Legal Programs division, requires professional information technology support services. These services are crucial for assisting the Data Integrity and Analysis Staff in developing and generating comprehensive reports and analyses related to data from the United States Attorney's Offices (USAO). This initiative aims to enhance data reliability, trend identification, and management analysis, thereby enabling United States Attorneys to fulfill their mission more effectively.

The overarching goal of this contract is to provide executive assistance and direction, policy development, administrative management oversight, operational support, and liaison services across 94 USAOs. The Data Integrity and Analysis Staff within EOUSA serves as the primary source for statistical information and analysis. The data collected plays a dual role: it supports effective mission achievement by providing reliable insights into trends and management analysis, while also forming a critical basis for justifying annual budget requests for United States Attorneys.

The scope of work involves providing comprehensive IT support services in Washington, DC. The contractor will not operate under government supervision but must appoint a primary point of contact responsible for overseeing contractor personnel assigned under this order. Key responsibilities include developing standard operating procedures for monthly reporting and ad hoc reporting & analysis processes. Additionally, contractors are expected to develop a Quality Assurance Plan ensuring data quality and integrity.

Contractors will work with databases such as Oracle 12c and Microsoft SQL Server 2019 using SQL languages like SQL, PL/SQL, and T-SQL. Furthermore, they should be proficient with software packages such as SAS, Cognos, and Crystal Reports. Depending on funding availability and successful security assessments of additional tools/applications requested by EOUSA may also be used to fulfill these tasks effectively.
