DOJ - Debtor Audits - MRAS

The General Services Administration (GSA) is conducting market research on behalf of the Department of Justice (DOJ) to identify potential contractors capable of performing audits on bankruptcy petitions, schedules, and statements filed by Chapter 7 and Chapter 13 debtors. These audits are crucial for ensuring the accuracy, veracity, and completeness of the information provided by debtors under sections 11 U.S.C. 521 and 1322. The initiative is part of the United States Trustee Program (USTP), which oversees bankruptcy case administration and private trustees under statutory mandates.

The primary objective of this contract is to engage independent firms to perform detailed audits as authorized by the Bankruptcy Abuse Prevention and Consumer Protection Act of 2005 (BAPCPA). The firms will be tasked with verifying debtor information in bankruptcy filings to prevent fraud and protect creditor interests. This process involves reviewing various documents submitted by debtors, including petitions, schedules, and statements, to confirm their accuracy. In addition to standard auditing procedures, contractors must adhere to special protocols during natural disasters or public health emergencies as dictated by the USTP.

The USTP operates through an extensive network comprising the Executive Office for United States Trustees (EOUST) in Washington, D.C., alongside 21 regional offices with a total of 89 field offices nationwide. Contractors selected for this engagement will collaborate closely with EOUST contacts such as Susan Arbeit, Acting Assistant Director for Planning and Evaluation, and Garnel Palin, Branch Chief for Procurement and Property. Moreover, they will coordinate with local field office representatives designated by an Assistant United States Trustee (AUST) to ensure compliance with contractual obligations.
