Description

The U.S. General Services Administration (GSA), on behalf of the Department of Justice (DOJ), is conducting market research to support the Drug Enforcement Administration's (DEA) mission. The DEA is tasked with enforcing laws and regulations related to controlled substances and bringing involved organizations to justice. With a widespread presence in over 350 domestic offices across 23 divisions in the U.S., as well as 93 foreign offices, the DEA's operations span five core business lines: Investigative, Forensic, Financial, Intelligence, and Administration. These activities necessitate robust Information Technology (IT) resources to efficiently execute their processes.

The current solicitation seeks contractors capable of providing comprehensive IT services that bolster DEA's mission-critical and business applications alongside their supporting infrastructure. The contract employs a hybrid structure utilizing both Firm-Fixed Price (FFP) and Time-and-Materials (T&M) approaches aimed at managing ongoing data management efforts for DEA's Enterprise Data Warehouse (EDW), Enterprise Reporting, Enterprise Search application, and initiatives involving Artificial Intelligence/Machine Learning (AI/ML). As technological advancements continue to reshape operational landscapes, new data management projects are anticipated under this contract.

Contractors will be responsible for delivering all necessary personnel, equipment, supplies, facilities, tools, materials, supervision, and other non-personal services required to perform duties outlined in the Performance Work Statement (PWS). This includes forming data management teams dedicated to new development initiatives within the Concorde framework while also ensuring continuous Operations & Maintenance (O&M) support for existing systems. O&M tasks will encompass enhancements such as bug fixes, security patching, and performance improvements.

Additionally, as the DEA integrates emerging technologies into its operations framework particularly those related to data the selected contractor will play a pivotal role in supporting these integrations through development and implementation efforts. Managed by the Information Systems Division's Software Engineering and Data Management Section within TC at DEA headquarters, this project aligns with agile software methodologies ensuring effective resource coordination for successful project completion.
