DOJ BOP - Security Camera VMS Maintenance/Support - MRAS

The General Services Administration (GSA), on behalf of the Department of Justice (DOJ), is conducting market research to establish a Blanket Purchase Agreement (BPA) for National Security Camera Video Management System (VMS) and Digital/Network Video Recorder (DVR/NVR) maintenance and support services. The primary objective of this initiative is to support the Bureau of Prisons' correctional mission by ensuring that surveillance systems are continuously operational, thereby protecting employees, federal property, and society by maintaining a controlled environment for adults in custody.

The scope of work includes comprehensive maintenance coverage for the Bureau's VMS-DVR/NVR systems across all Federal Bureau of Prisons institutions, regional offices, and central office locations, including those in Puerto Rico and Hawaii. The contractor will be responsible for providing 24/7 telephone support with a four-hour response time for major system failures and restoring full operational capability within 48 hours. Additionally, services will encompass preventative maintenance, technical support, system engineering services, equipment installation and optimization, lifecycle management, and updating procedures to accommodate newer models within 90 days of release.

This BPA requires the contractor to provide technical assistance via telephone support for various digital video recording systems such as Qognify (QVMS), Pelco, Avigilon, Vicon DVRs/NVRs along with associated device managers. The contractor must be an authorized dealer capable of supplying Qognify, Pelco, Axis, Avigilon software among others. Furthermore, technicians must have current training certifications from these manufacturers to ensure they can effectively perform repair programming and network connectivity tasks as outlined in the Statement of Work.

The contract covers six regional offices with numerous assigned institutions that utilize primarily Qognify systems across multiple sites. It mandates compliance with established telecommunications standards such as EIA/TIA-568-B and EIA/TIA-569 among others. This ensures that all work performed adheres to industry standards while providing timely updates or refreshes every five years along with yearly training sessions for communication technicians involved in maintaining these critical security infrastructure components.
