DOJ BOP - Replace Switchgear - MRAS

The General Services Administration (GSA), on behalf of the Department of Justice (DOJ), is conducting market research to identify potential contractors for a project at the Federal Correctional Institution (FCI) in Bennettsville, South Carolina. This initiative aims to replace outdated and failing switchgear systems at the facility, ensuring that the institution's electrical infrastructure is reliable and up-to-date. The project's overarching goal is to maintain operational efficiency and safety within the correctional facility by upgrading its electrical systems.

The scope of work for this project involves providing all necessary equipment, labor, materials, and incidentals required for the complete replacement of existing switchgear. The contractor will be responsible for supplying temporary power during construction to ensure uninterrupted operations at FCI Bennettsville. Additionally, all new equipment must meet or exceed current specifications in terms of ratings, configuration, safety features, compatibility, and performance. The existing switchgear models identified for replacement include several Cutler Hammer Model MVS units that have been in service for over 15 years.

Contractors interested in this opportunity must ensure that any proposed equipment matches or exceeds the specified requirements. If an equivalent product is offered instead of a brand-name item, detailed technical specifications must be submitted for evaluation by the Contracting Officer's Representative (COR). Furthermore, once installed, all new systems will undergo rigorous operational testing to verify that they meet or surpass owner expectations regarding system sequence operations and controls. Any failed tests will need to be addressed without additional cost to the government.
