DOJ BOP - Digital Volunteer Management - MRAS

The Department of Justice (DOJ), through the General Services Administration (GSA), is conducting market research to further enhance its volunteer, reentry, and community engagement operations. The Bureau of Prisons (BOP) has been at the forefront of transforming volunteer management through the Volunteer Information and Inmate Opportunity System (VIIOS) and Community Reentry Network (CRN). These platforms have revolutionized how volunteers are recruited, onboarded, trained, and managed. By leveraging advanced technologies and streamlining workflows, BOP has significantly reduced administrative burdens while improving data accuracy and efficiency in managing volunteer engagements.

The current contract aims to build upon the success of these platforms by expanding their capabilities to meet emerging priorities within BOP. The contractor will be tasked with supporting various BOP branches such as Reentry Affairs, Community Treatment Services, Chaplaincy Services, Psychology Services, Residential Reentry Management, Women and Special Populations, and Education Services. This support will encompass a wide range of services including social media management, marketing efforts, training programs for staff and volunteers, multimedia production like videos and photography, as well as implementing AI-driven document processing solutions.

The scope of work for this contract includes maintaining system support for VIIOS and CRN platforms while enhancing technology solutions across analytics dashboards and database development. Additionally, there is a strong focus on communication strategies that involve measuring adoption rates among field staff along with comprehensive leadership engagement initiatives across BOP-wide communications channels. The contractor will also play an integral role in developing public-facing reentry messaging through social media platforms alongside producing engaging multimedia content aimed at strengthening community outreach efforts.

Overall performance requirements entail ongoing analytics maintenance to support current reporting operations; technology support operations; communications training for field staff; social media marketing campaigns; production of reentry-focused multimedia content; AI document processing automation; development of digital resources related to reentry curriculum materials; database development alongside dashboard analytics creation; special projects execution at executive levels all while adhering strictly to federal standards regarding accessibility requirements coupled with compliance protocols set forth by BOP security guidelines.
