Description

The Department of Justice (DOJ), in collaboration with the General Services Administration (GSA), is conducting market research to explore innovative solutions for enhancing the monitoring and analysis of inmate communications within the Federal Bureau of Prisons (BOP). This initiative is part of a broader effort to improve public safety by detecting and preventing criminal activities conducted through inmate communication channels. The DOJ is particularly interested in leveraging cutting-edge technologies such as artificial intelligence (AI), natural language processing (NLP), and advanced analytics to automate the transcription, translation, and analysis of these communications.

The scope of work involves developing a robust system capable of processing multilingual audio from existing inmate phone systems. This includes automatically detecting languages, accurately transcribing conversations, translating non-English dialogues into English in real-time or near-real-time, and handling challenges such as poor audio quality, background noise, slang, and regional dialects. The system should also employ AI/ML algorithms to identify indicators of criminal activities such as gang operations, contraband smuggling, drug trafficking, terrorism-related activities, violence, fraud, and other illicit actions.

Furthermore, the desired solution must seamlessly integrate with existing intelligence systems within the BOP. This includes ingesting data from various sources like electronic messaging platforms and mail scanning systems while providing link analysis tools to identify networks and relationships indicative of criminal activity. User interfaces should offer investigators dashboards for efficient search and review capabilities while ensuring compliance with federal security standards through secure storage solutions and role-based access controls.

Vendors are encouraged to provide detailed responses that illustrate their capabilities in these areas. Information on prior deployments in correctional or law enforcement contexts will be particularly valuable. Additionally, technical specifications regarding scalability across 120 institutions are sought after alongside security certifications that ensure compliance with applicable regulations. The DOJ seeks comprehensive insights into potential risks or challenges associated with implementing such technologies within its facilities.
