DOJ ATF - Federated Search - MRAS

The U.S. Department of Justice (DOJ), in collaboration with the General Services Administration (GSA), is conducting market research to identify small business concerns capable of developing a Federated Search solution for the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF). This initiative is part of ATF's commitment to enhance its operational efficiency and information retrieval capabilities by integrating multiple internal databases and content repositories into a single, centralized interface. The overarching goal is to streamline information access across the agency's diverse digital platforms, thereby reducing search latency and increasing operational efficiency.

The work being requested involves designing, developing, and implementing a scalable Federated Search solution that allows seamless, real-time information retrieval across ATF's disparate digital platforms. The contractor will be responsible for creating secure connectors for both internal agency repositories such as SharePoint and SQL databases as well as authorized external data sources like Accurint AVCC and Transunion TLO. A critical component of this project is ensuring data segregation through a "Search-Time" aggregation architecture that maintains logical and physical separation within the indexing layer to prevent cross-contamination of sensitive data.

Additionally, the contractor must design an intuitive user interface that offers functional toggle or filter capabilities for users to select internal, external, or hybrid search modes before executing queries. This system must comply with NIST SP 800-53 security controls at moderate/high impact levels and integrate with ATF's identity management systems like PIVCAC or Active Directory. Compliance with Section 508 accessibility standards is also mandatory. The place of performance will be partially at the contractor's location within the United States and partially onsite at ATF headquarters as needed.

To successfully deliver on this contract, the contractor will need expertise in enterprise information architecture, secure API integration, advanced data retrieval algorithms, Agile Scrum methodology implementation, continuous integration/delivery practices (CI/CD), automated testing/deployment processes, and comprehensive training programs for government personnel. The project aims not only to install software but also to develop customized connectors and relevancy-ranking logic while ensuring adherence to ATF's agile development lifecycle requirements.
