Description

The Department of Justice (DOJ), through the General Services Administration (GSA), is conducting market research to support the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) in its mission to enhance data governance and intelligence operations. The objective is to establish a robust data governance framework that aligns with the Agile Development Life Cycle. This initiative aims at improving system development, enhancement, and maintenance processes within ATF by providing comprehensive guidelines and standards for data management.

The work being requested involves implementing a Federated Search platform that allows seamless querying across multiple internal and external data repositories without the need for centralizing data storage. The platform will enable ATF analysts to perform secure searches across different system boundaries using a Commercial Off-The-Shelf (COTS) solution. This capability is essential for supporting ATF's law enforcement objectives by enhancing decision-making processes through timely and accurate intelligence.

The scope of this project includes the rapid deployment and configuration of the Federated Search platform within 90 days. It requires integration with five mandatory internal APIs Spartan, Nforce, Ness, Etrace, and PLX and should be adaptable to accommodate additional APIs as needed. The contractor must provide expertise in enterprise information architecture, secure API integration, advanced data retrieval algorithms, and user interface design that mimics modern commercial search experiences.

To successfully execute this project, a multidisciplinary team proficient in bridging legacy on-premises databases with modern cloud-based applications is required. The team will be responsible for developing customized connectors, incorporating sophisticated relevancy-ranking logic into search algorithms, and designing an intuitive user interface. The contractor will also ensure compliance with complex backend security protocols while delivering fast and accurate search results through a unified interface.
