Description

On behalf of the Department of Justice (DOJ), the General Services Administration (GSA) is conducting market research to identify potential solutions for a comprehensive Acquisition Management System (AMS). The DOJ seeks to modernize its procurement processes through the acquisition of a state-of-the-art, enterprise-wide system that will streamline and enhance the agency's procurement lifecycle. The primary goal is to implement a Commercial Off-The-Shelf (COTS) solution that integrates seamlessly with existing systems, including DOJ's Unified Financial Management System (UFMS), while meeting all functional, technical, and regulatory requirements.

The proposed AMS will be required to interface with DOJ's current financial backbone, CGI's UFMS, which includes the Momentum software application used for procurement management. This integration is crucial as it will ensure data consistency and operational efficiency across various DOJ components such as the Alcohol Tobacco Firearms and Explosives, Drug Enforcement Administration, Federal Bureau of Investigation, among others. The new system should also support approximately $10 billion in annual obligations across more than 100,000 procurement actions.

The scope of work involves providing a fully integrated COTS solution along with necessary hardware and software licenses. The contractor must offer comprehensive IT support services including system integration and implementation, training for users across various DOJ components, and ongoing operation and maintenance support. Additionally, the AMS must be capable of interfacing with external federal systems like SAM.gov and CPARS while residing within a FedRAMP-authorized cloud environment. This ensures compliance with federal security standards and facilitates seamless data exchange between systems.

Furthermore, the AMS should provide end-to-end contracting functionality encompassing advance procurement planning through contract closeout processes. It should enable efficient workload management for contracting professionals by eliminating duplicative tasks and providing tools for oversight by supervisors at various organizational levels. Emphasizing user-centric design tailored to federal acquisition workforce needs is also crucial to ensure ease of use and adoption across the agency's diverse user base.
