DOI - Technical Support for USO Security Systems - MRAS

The U.S. General Services Administration (GSA), on behalf of the Department of the Interior (DOI), is conducting market research to identify capabilities related to the provision of up-armored, American-made SUVs. These vehicles are intended to serve as primary transportation for high-risk personnel (HRP) movement, ensuring discreet and protected mobility for up to five passengers. The overarching goal is to ensure that these vehicles provide ballistic protection against common handgun and rifle threats while maintaining a low profile with a standard civilian vehicle appearance.

The work requested involves the detailed specification and provision of SUVs equipped with advanced protective features. Key requirements include ballistic armored capability in all windows, an overlap system on doors and windows to prevent penetration, and protection for critical components such as the battery, fuel tank, and Engine Control Module (ECM). Additionally, these vehicles must be fitted with upgraded suspension systems, braking systems capable of handling additional weight due to armor enhancements, and run-flat tires for agile maneuvering in urgent situations.

Furthermore, each vehicle must integrate secure communications equipment and feature a concealed emergency lighting package along with a PA/siren system for urgent situations. To support long-term operational readiness, a sustainment infrastructure must be established to ensure parts availability from sourced vendors or through warranty agreements. The vehicles are required in black or gray color schemes with fully operational upgrades upon delivery.

This initiative also includes full-service maintenance and monitoring support for integrated electronic security systems across multiple facilities throughout Utah. This encompasses CCTV systems, Physical Access Control Systems (PACS), Emergency Alert Systems, and Intrusion Detection Systems (IDS) connected to BLM's internal network. The GSA seeks responses from capable contractors who can meet these comprehensive requirements while ensuring compliance with "American made" standards.
