The Department of the Interior (DOI), through the General Services Administration (GSA), is conducting market research to identify potential service providers for Information Technology (IT) Security Office Support for the Bureau of Land Management (BLM) HQ500. The overarching goal of this initiative is to enhance IT security operations within the BLM, thereby supporting its mission to deliver quality IT services and systems efficiently. The BLM HQ500 aims to provide collaborative technical leadership and guidance across its various offices, ensuring that IT infrastructure supports business processes effectively, improves public service, enhances employee productivity, and maintains high data quality standards.

The work requested involves a comprehensive range of support services for the IT Security Office. This includes assistance with organizational policy development, management and administration support, as well as program or project management tasks. The contractor may be required to provide professional advice or assistance aimed at improving Federal management processes or procedures. Outputs from these services could include information dissemination, policy recommendations, training sessions, and day-to-day operational support necessary for federal operations' success. Importantly, these services are non-personal and not inherently governmental in nature.

The contract will span an initial period of one year with three additional option years available. Service providers are expected to furnish their own office space and equipment unless otherwise specified by the Contracting Officer's Representative (COR). While meetings may occasionally occur on-site at BLM facilities, most work will be conducted remotely during specified core hours. The contract also requires coordination around federal holidays observed by BLM HQ500.

Overall, this solicitation aims to secure a service provider capable of delivering robust IT security support that aligns with the BLM's vision for excellence in IT service delivery. By leveraging external expertise in IT security office support functions, BLM intends to strengthen its operational capabilities across its national network of offices.
