DOI - Retirement and Benefits Software Solution - MRAS

The Department of the Interior (DOI), through the General Services Administration (GSA), is conducting market research to identify potential solutions for consolidating its retirement and benefits management software. The DOI Office of Human Capital (OHC) is responsible for providing comprehensive employee benefits services, including retirement estimates, application assistance, and workers' compensation processing. The goal of this initiative is to unify these services under a single software platform, enhancing efficiency and consistency across the department.

The scope of work involves procuring a web-based Software as a Service (SaaS) solution capable of supporting 50,000 to 60,000 employees and approximately 1,100 Human Resources Specialists. The software must provide accurate calculations for various retirement annuities, salary computations, service computation dates, military service deposits, Thrift Savings Plan calculations, and other federal benefits-related processes. It should also support integration with the Federal Personnel and Payroll System (FPPS) operated by DOI's Interior Business Center.

Key requirements include hosting capabilities that ensure secure access through multifactor authentication or single sign-on using DOI's federated service. The solution must comply with federal regulations and maintain up-to-date calculation mechanisms reflecting current benefit rates and eligibility criteria. Additionally, it should facilitate role-based access control and offer training resources to HR users for effective implementation.

The selected provider will be responsible for ensuring that their solution obtains a FedRAMP Authorization at the Moderate Impact Level and an Authority to Operate (ATO) from DOI. This initiative not only aims to streamline the management of employee benefits but also seeks to enhance data security and operational efficiency within the DOI's human capital management framework.
