DOI - PRISM SaaS Solution O&M Support - MRAS

The Department of the Interior (DOI), through the General Services Administration (GSA), is conducting market research to support the Federal Retirement Thrift Investment Board's (FRTIB) existing PRISM Software as a Service (SaaS) solution. The goal of this initiative is to ensure continued licensing, hosting, and operations and maintenance support for the Unison PRISM SaaS acquisition system. This effort aligns with DOI's commitment to maintaining robust and efficient procurement systems that integrate seamlessly with federal financial systems.

The scope of work involves providing comprehensive services for the PRISM SaaS solution used by FRTIB, including system integration with Oracle Federal Financials, application support, middleware maintenance, and end-user technical assistance. The contractor will be responsible for supplying 138 PRISM SaaS licenses and 65 Virtual Acquisition Office passwords for use by FRTIB and IBC staff. Additionally, the vendor will handle annual maintenance tasks such as user deactivation notifications and provide corporate helpdesk support throughout the contract period.

Key responsibilities include maintaining FedRAMP authorization for cloud hosting environments, ensuring PIV-based authentication for all users, and supporting integrations with federal systems like SAM.gov and G-Invoicing. The contractor must also oversee routine system updates such as operating system patches, database server updates, hardware troubleshooting, network services management, and applying new software releases or service packs in compliance with federal security standards.

This contract is anticipated to be a combination of firm-fixed-price (FFP) and time-and-materials (T&M) task orders over a two-year period with optional extensions. The selected vendor will play a crucial role in sustaining FRTIB's procurement capabilities by delivering reliable software solutions that meet evolving regulatory requirements while ensuring seamless operational continuity.
