Description

```html
The Department of the Interior (DOI), through the General Services Administration (GSA), is seeking to address critical infrastructure issues at the Carter Barron Amphitheater located in Rock Creek National Park. The amphitheater, which has been closed since 2017 due to structural weaknesses, has suffered extensive vandalism over recent years. This includes significant damage to its electrical systems, which are vital for powering facilities such as the box office and adjacent parking lot lights. These lights are crucial for maintaining safety and deterring crime in the surrounding Brightwood Recreation Area.
The primary objective of this project is to restore power to the Carter Barron Amphitheater's box office and parking lot lights. The restoration of these electrical systems is essential not only for visitor safety but also for facilitating National Park Service activities that continue to operate from the box office. Ensuring adequate lighting is especially important given the high crime rates in the area and its proximity to popular facilities like picnic groves, athletic fields, and tennis centers.
The work involves several key tasks that must be completed by an independent contractor. This includes installing a new 400-amp main electrical service to replace existing switchgear, setting up feeds to both the box office and outdoor pole lights, removing outdated feeder cables and switchgear components, and properly disposing of old equipment. Additionally, all necessary permits and inspections will be coordinated with Washington D.C.'s Department of Consumer and Regulatory Affairs (DCRA) to ensure compliance with local regulations.
Given that this project takes place in a public park setting, maintaining a safe work environment is paramount. The contractor must implement various safety measures such as barricades and signage to protect both workers and visitors during construction activities. Furthermore, due to ongoing security concerns at the site, any unauthorized access should be immediately reported to US Park Police.
