Description

The Department of the Interior (DOI), through the General Services Administration (GSA), is seeking to modernize its Inspection and Enforcement (INE) System for the Office of Surface Mining Reclamation and Enforcement (OSM). This initiative aligns with DOI's mission to protect and manage natural resources by ensuring compliance with the Surface Mining Control and Reclamation Act (SMCRA). The current system, which has been in use since 2010, is outdated and presents significant functionality and usability challenges that hinder effective enforcement of mining regulations. The goal is to transition from an on-premises system to a scalable, cloud-based solution that enhances efficiency and data integrity.

The project involves replacing the legacy INE System with a modern platform that holds a FedRAMP Moderate or higher authorization. This new system will facilitate comprehensive documentation, organization, and analysis of inspection findings and enforcement actions under SMCRA Title V. It will include modules for various functions such as Mine Site Evaluations, Inspections, Citizen Complaints, Notices of Violation, Cessation Orders, Civil Penalty Assessments, Conferences and Hearings. The solution must address existing gaps in functionality by offering centralized documentation resources, intuitive workflows for inspectors, role-based permissions for users, and support for multiple inspections at a single site on the same day.

The contractor selected for this task will be responsible for providing all necessary personnel, equipment, tools, materials, supervision, and services required to implement this cloud-based platform. They are expected to leverage existing government-owned licenses where possible to minimize costs. Additionally, any new licensing requirements or integration costs must be clearly identified in their proposals. This modernization effort aims not only to enhance operational efficiency but also improve data accuracy across different states and regions while reducing reliance on limited IT resources.
