Description

The Department of the Interior (DOI), through the General Services Administration (GSA), is conducting market research to enhance the fire and intrusion alarm systems at the Golden Gate National Recreation Area (GGNRA). This initiative aligns with the National Park Service's commitment to maintaining safe and secure environments for its visitors and staff. GGNRA spans over 80,000 acres across Marin, San Francisco, and San Mateo counties in California, drawing more than 17 million visitors annually. It includes over 1,400 structures, with a significant portion requiring reliable alarm monitoring services.

Currently, GGNRA operates a Communications Center within the Presidio of San Francisco that monitors around 250 NPS buildings and provides additional monitoring for approximately 315 buildings under the Presidio Trust. However, a recent condition assessment revealed that the existing fire and security alarm systems are not compliant with current codes or NPS policies due to their reliance on proprietary equipment and outdated POTS lines for signaling. To address these issues, GGNRA seeks to transition to a more modern and reliable solution by exploring Radio Alarm Transmitter (RAT) mesh network technology.

The proposed RAT mesh network is anticipated to deliver robust communication capabilities across the park's varied topography. This system would replace less reliable cellular technology and satellite communications that are hindered by factors like dense vegetation in areas such as Muir Woods. The primary objectives of this market research include ensuring compliance with NFPA 72 standards and other relevant regulations while supporting NPS policy frameworks such as Director's Order 58. Additionally, GGNRA aims to identify potential suppliers for RAT mesh networks, evaluate vendor interest in providing these systems along with monitoring services, and explore solutions for overcoming communication challenges posed by the park's geography.

Further goals include determining whether only communication units need replacement while retaining functional control panels, identifying cost efficiencies through phased improvements or alternative purchasing strategies (e.g., leasing vs buying), understanding operations & maintenance costs, and assessing lifecycle cost inputs for future decision-making processes. Through this comprehensive market research effort, GGNRA aims to establish a procurement strategy that ensures effective fire protection systems throughout its facilities while optimizing resources.
