DOI - Information Technology Support Services III - MRAS

The Department of the Interior (DOI), through its Office of the Chief Information Officer (OCIO), is seeking to enhance its enterprise information technology services by establishing a Single-Award Blanket Purchase Agreement (BPA). This initiative, conducted in collaboration with the U.S. General Services Administration (GSA), aims to streamline and modernize IT services supporting mission-critical systems across various DOI bureaus. The OCIO is responsible for providing governance, cybersecurity oversight, architecture, and modernization services that are essential for managing the Nation's public lands, energy development, mineral resources, and associated regulatory activities.

Specifically, the BPA will focus on supporting the Mission Services Directorate's Land & Minerals Management Division within OCIO. This division oversees a diverse application portfolio that facilitates activities such as land and mineral resource management, energy leasing and permitting, environmental compliance, royalty reporting, inspection operations, and data management. The systems managed by this division are crucial for fulfilling statutory responsibilities related to federal land stewardship and natural resource development.

The proposed BPA will provide a centralized contracting vehicle designed to support a full lifecycle of mission applications. It will cover program management, application development and modernization, platform engineering, and operations maintenance support. By aligning with enterprise architecture standards and cybersecurity requirements while pursuing digital modernization initiatives across DOI bureaus like BLM, ONRR, BSEE, BOEM, and OSMRE, this agreement seeks to ensure that mission systems remain secure and reliable amidst evolving operational demands.

Furthermore, this BPA is intended to offer flexibility in acquiring IT services necessary for both system-specific initiatives as well as broader enterprise development efforts. It supports traditional application sustainment activities alongside innovative platform-based models such as low-code/no-code environments. Through these efforts facilitated by improved acquisition efficiency the Department aims to accelerate the delivery of modern digital capabilities essential for effective oversight of federal land management and natural resource accountability.
