Background
The Department of the Interior (DOI) has a long-standing investment in the Esri geospatial technology suite, dating back to the 1980s. The DOI's Esri Enterprise License Agreements (ELA) have been continuously funded since FY2003 and are essential for completing DOI Bureau's science and land management mission critical tasks. While DOI utilizes other vendors for certain tasks, these do not replace the functionality requirements met by the Esri ELA.
