Description

The U.S. Department of the Interior (DOI), through the General Services Administration (GSA), is conducting market research to support its Office of Diversity, Inclusion, and Civil Rights (ODICR). The primary goal is to ensure compliance with federal mandates such as the Elijah E. Cummings Federal Employee Antidiscrimination Act of 2020. This act requires federal agencies to establish a system for tracking discrimination complaints and their resolutions, including any disciplinary actions resulting from findings of discrimination.


The work requested involves maintaining and updating the ETK EEO system, which is developed and hosted on the Tyler Federal enterprise-level web-based platform. This system serves as a comprehensive Equal Employment Opportunity (EEO) Complaints Tracking System that manages records related to individual and class complaints under civil rights statutes. The system must effectively track the entire lifecycle of an EEO complaint from inquiry to administrative closure, support file uploads in various formats, and ensure compliance with Section 508 for accessibility.


Additional functionalities required include seamless reporting capabilities in line with both the Elijah E. Cummings Act and the Notification and Federal Employee Antidiscrimination and Retaliation (No FEAR) Act of 2002. The system should facilitate easy generation of Form 462 Reports for submission to the Equal Employment Opportunity Commission (EEOC) via an XML file. It should also provide dashboard features for approximately 30 concurrent users to monitor caseloads, deadlines, and trends effectively while enabling ad hoc report generation on various metrics such as open inventory or compliance reports.


This contract will be structured as a Firm Fixed Price (FFP) agreement with an initial 12-month base period followed by four optional 12-month periods. The scope includes ensuring that aggrieved individuals can initiate contact with DOI's EEO offices through the system, begin intake processes, formally file complaints of discrimination, and interface seamlessly with other departmental systems like OHC's iMart for modules related to reasonable accommodation and anti-harassment.
