The Bureau of Environmental Enforcement (BSEE) and Bureau of Ocean Energy Management (BOEM) are seeking a Commercial Off The Shelf (COTS) software solution to model and document custom-built mission data systems. The purpose of this acquisition is to provide visual data models, entity-relationship diagrams, business data definitions, and metadata for BSEE/BOEM data systems. The software solution will also be used to create data model designs for new data system requirements. The period and place of performance for this solution will be determined upon award/acquisition, with ongoing maintenance and service required. The solution may be on-premise or cloud-based.

The BSEE/BOEM currently manage mission data through the Technical Information Management System (TIMS), which consists of multiple custom data models, interfaces, and synchronization mechanisms. They require a tool that can not only support future data model design but also show data system interactions, workflows, and connections to external systems. The performance objectives for the COTS software solution include meeting the outlined requirements, providing associated software licensing, vendor support for installation and configuration, bulk population of metadata, ongoing maintenance support, and training in various formats.

It is important to note that a Statement of Objectives (SOO) is being used instead of a specific task list in this Request for Proposal (RFP). Offerors are instructed to write a Performance Work Statement (PWS) as part of their proposal, proposing tasks and standards to achieve the Contracting Officer's objectives. The successful offeror's PWS will become part of the contract. This approach relieves the Contracting Officer from preparing a PWS but increases the work of source selection as each proposed PWS needs to be carefully evaluated against the buyer's objectives.
