DOI - BOR - Provo River Restoration Project Management Plan - MRAS

The Department of the Interior (DOI), in collaboration with the General Services Administration (GSA), is conducting market research to support the Provo River Restoration Project (PRRP) located in Heber Valley, Utah. This initiative is part of a broader effort by the Utah Reclamation Mitigation and Conservation Commission and aims to enhance resource management and environmental compliance within the designated area. The project is grounded in Title III of the Central Utah Project Completion Act (CUPCA) and seeks to ensure sustainable management practices for the 1,597-acre site between Jordanelle Reservoir and Deer Creek Reservoir.

The primary objective of this contract is to secure contractor services for preparing a comprehensive Resource Management Plan (RMP) for PRRP. The RMP will guide future actions by outlining management issues, approaches, allowable uses, and stakeholder engagement strategies. Additionally, there is an optional task for contractors to document special use area designations and ensure compliance with National Environmental Policy Act (NEPA) requirements through an Environmental Assessment (EA). These tasks are essential for determining whether significant impacts warrant further environmental scrutiny via an Environmental Impact Statement.

The joint lead agencies involved include the Mitigation Commission, DOI's Central Utah Project Completion Act Office, and the U.S. Bureau of Reclamation. Together, they aim to transfer jurisdiction over PRRP properties from the Mitigation Commission to Reclamation while designating it as a special use area under permanent management by Reclamation. This process will involve consultations with various stakeholders such as the U.S. Fish and Wildlife Service under relevant environmental statutes like the Endangered Species Act.

To achieve these goals, contractors will be expected to engage in extensive consultation processes with local agencies including Utah Division of Wildlife Resources and other identified stakeholders during NEPA scoping sessions. The successful execution of this contract will significantly contribute towards maintaining ecological balance while supporting recreational activities within this critical waterway system.
