DOI - BLM - Pit Vault Toilet Pumping - MRAS

The Department of the Interior (DOI), through the General Services Administration (GSA), is conducting market research to identify potential contractors capable of providing toilet vault pumping services for recreation sites managed by the Bureau of Land Management (BLM) in Utah. The primary objective of this contract is to ensure that restroom facilities at designated recreation sites are maintained in a hygienic and functional state, enhancing visitor experience and preserving environmental standards. This initiative aligns with DOI's commitment to maintaining public lands and facilities in optimal condition for recreational use.

The scope of work involves pumping 25 toilet vaults located within 15 restroom facilities across four recreation sites: Clover Spring Campground, Simpson Springs Campground & Pony Express Interpretive Site, Fivemile Pass OHV Area, and Knolls Off-Highway Vehicle Special Recreation Management Area. These sites are situated on public lands in Tooele and Utah Counties, Utah. The contractor will be responsible for providing all necessary labor, equipment, transportation, supplies, materials, and tools required for the successful execution of these services over a 12-month period.

The contractor must ensure that all equipment used conforms to federal, state, and local regulations while prioritizing the use of environmentally friendly cleaning products where feasible. Additionally, they must guarantee worker safety by providing appropriate personal protective equipment against potential hazards such as insects or biological elements present at these sites. Certification confirming their qualification and licensing to perform such services will also be required.

Access to the restroom facilities is facilitated via graded gravel or dirt roads; therefore, suitable vehicles are necessary for transportation during inclement weather conditions. The BLM SLFO will provide essential resources such as maps indicating facility locations and keys for padlocked cleanout hatches where applicable. This structured approach ensures comprehensive service delivery while safeguarding both environmental integrity and visitor safety at these popular recreational destinations.
