DOE - WAPA KT2A Transformer Refurbishment - MRAS

The U.S. General Services Administration (GSA), on behalf of the Department of Energy (DOE), is conducting market research to identify capabilities for refurbishing the KT2A transformer at the Western Area Power Administration's (WAPA) Tracy substation. WAPA, a division of DOE, is responsible for marketing and delivering reliable, cost-based hydroelectric power across 15 states. The Sierra Nevada Region (SNR) of WAPA manages high-voltage transmission systems in California, ensuring efficient power delivery from multiple power plants to wholesale customers.

The scope of work involves comprehensive refurbishment services for the KT2A transformer located at the Tracy substation. The contractor will be required to provide all necessary personnel, equipment, tools, materials, and supervision to complete the refurbishment in accordance with manufacturer's recommendations and applicable regulations. This includes technical services aimed at restoring and maintaining continuous and reliable operation of the transformer within federal, state, local laws, and original Equipment Manufacturers' specifications.

Contractor personnel must exhibit professionalism by maintaining a neat appearance and wearing distinctive clothing that identifies them as company employees. They must be proficient in English to ensure effective communication on-site. The contractor is also responsible for appointing a point of contact who will handle performance-related queries and coordinate with government representatives throughout the contract period.

The refurbishment work will take place at Tracy Substation in Byron, California during a specified period from October 1 to December 31, 2027. Normal working hours are scheduled from Tuesday through Friday between 7:00 a.m. and 3:30 p.m., excluding federal holidays. Any deviations from this schedule require prior approval from designated government officials.
