DOE - Team Facilitator BPA (5 year) - MRAS

The Department of Energy (DOE), through the General Services Administration (GSA), is conducting market research to support the Western Area Power Administration (WAPA) in acquiring professional team facilitation services. WAPA, a Federal Power Marketing Administration, is responsible for marketing and delivering reliable, cost-based hydroelectric power to wholesale customers across fifteen states. With a significant operational footprint that includes over 10,000 megawatts of power and 37 billion kWh of energy annually from hydroelectric plants managed by various federal agencies, WAPA plays a crucial role in ensuring energy reliability and efficiency in its service areas.

The primary objective of this solicitation is to establish a Blanket Purchase Agreement (BPA) for team building and leadership development services. These services are intended to enhance organizational effectiveness and cohesion within WAPA's diverse teams spread across multiple regions including Colorado, Montana, Arizona, and California. Through this BPA facilitated by the GSA Multiple Award Schedule (MAS), WAPA aims to provide its workforce with essential tools for developing leadership competencies as outlined in their Leadership Competency Model.

The scope of work involves facilitator-led team development sessions designed to address challenges faced by WAPA during fiscal year 2025. These sessions will be conducted on an as-needed basis upon request by team managers. The training will focus on uncovering unconscious systemic traps that hinder effective partnerships and guiding teams away from outdated patterns that no longer align with organizational goals. By participating in these developmental activities, WAPA aims to foster a more cohesive work environment that supports its mission of delivering reliable energy solutions.
