These are the second round of responses to questions due Midnight May 27, 2026 after the site tour.

Question #1

For the "Potential Location" referenced in Figure 1 of the RFA:

  1. Have any structures previously been built in this site area, and if yes - what were the structures?
  2. What is the anticipated depth of rock below grade in this site area?

Answer 1 (reference RFA page 9): DOE will provide to the Selectee existing information related to the specific site. Site characterization to support activities such as licensing, permitting, construction and upgrades are the responsibility of the Selectee.

Can the government provide any as-built information or plans relating to buildings, utilities, and/or paved roads on the INTEC site currently?

Background
The Department of Energy (DOE) is issuing this Request for Application (RFA) to solicit proposals from entities interested in entering into a long-term lease for property located at the DOE Office of Environmental Management (EM) cleanup site in Idaho.

The goal of this contract is to demonstrate the commercial viability of recycling defense-related used nuclear fuel (UNF) currently in storage at the site. This RFA is issued in parallel with the DOE Office of Nuclear Energy’s RFA number DE-FOA-0003611, supported by Naval Reactors (NR).

Work Details
The selected entity will be responsible for site characterization to support activities such as licensing, permitting, construction, and upgrades. Specific tasks include:
1. Providing information on any previously built structures in the site area and their details;
2. Assessing the anticipated depth of rock below grade;
3. Gathering as-built information or plans relating to buildings, utilities, and paved roads on the INTEC site;
4. Identifying utilities or abandoned-in-place infrastructure below the surface;
5. Collecting site characterization data for the INTEC site or surrounding areas;
6. Developing a comprehensive business plan that includes designing, financing, permitting, developing, constructing, installing, maintaining, operating, and decommissioning the facility at the end of its mission.
