DOE - Professional and Business Mgmt Support Services- MRAS

The U.S. General Services Administration (GSA), on behalf of the Department of Energy (DOE), is conducting market research to gather insights into capabilities for providing professional general and business management support services for the DOE's Office of Science (SC). The SC is a critical component of the DOE, tasked with funding and advancing basic research to develop new energy technologies, understand environmental and health implications of energy production, and maintain U.S. leadership in scientific discovery. This initiative supports the overarching goals of enhancing scientific knowledge and ensuring a robust pipeline of skilled scientists and engineers through substantial investments in graduate research and education.

The scope of work outlined in this solicitation involves providing comprehensive management support services across various domains such as program direction budgeting, business policy operations, human resources, performance management, and communications. The contractor will be responsible for executing task assignments at multiple DOE locations including headquarters in Germantown, Maryland; the Forrestal building in Washington D.C.; as well as other site offices across the United States. These tasks will require maintaining a high level of operational efficiency by managing concurrent task assignments without delay or disruption to ongoing projects.

Moreover, the contractor must ensure effective administrative and technical supervision over all activities defined within this Performance Work Statement (PWS). This includes designating a primary supervisor for each task assignment who will communicate directly with contracting officers to ensure seamless execution. In cases where the primary supervisor is unavailable, an alternate must be appointed to maintain continuity. These measures are essential to uphold quality standards while delivering on DOE's mission-critical objectives.
