Description

The Department of Energy (DOE), through the National Nuclear Security Administration (NNSA), is seeking to advance its data analytics capabilities by enhancing the Decision and Analytics Platform (DNA-P). The General Services Administration (GSA) is conducting market research on behalf of DOE to identify potential vendors who can provide the necessary software, services, and cloud hosting infrastructure for configuring DNA-P. This platform plays a crucial role in managing and visualizing data from various sources to support decision-making processes within NNSA and DOE programs.

The DNA-P is an existing platform designed to integrate data from multiple information systems, offering timely insights into program health. It includes several user interfaces such as Safety Analytics, Forecasting, Evaluation, and Reporting (SAFER); PULSE; and Validation Assessment Process Evaluation Review (VAPER). SAFER focuses on safety metrics analysis by providing dashboards that help track, trend, query, analyze, and visualize safety-related data. This functionality aids NNSA in resource planning based on safety program data analysis while also streamlining federal oversight through improved contractor performance evaluation.

PULSE serves as a critical tool for emergency preparedness within DOE and NNSA by collecting information that helps assess readiness levels across sites. It provides users with forms and tools to enter, analyze, and visualize emergency preparedness data. This supports informed decision-making aimed at reducing risks associated with threats or hazards faced by DOE/NNSA sites. Furthermore, VAPER ensures the accuracy of asset data metrics across databases like BUILDER, G2, and FIMS by validating data consistency and automating migration processes.

Despite being developed under a previous contract where the government does not retain rights to certain components like data connections or visualizations, DNA-P requires continued development. The awarded contractor will receive static cuts of previously integrated data along with Interconnectivity Security Agreements defining connection parameters. Given its vast scope handling approximately 83 terabytes of monthly logs the platform relies on numerous connections feeding structured/unstructured datasets into consolidated tables used across different interfaces including project management tools involved in user training/account management tasks among others.
