DOE NETL Building 3, Building 17 and Building 19 H

Background
The Department of Energy (DOE) is issuing this solicitation for the HVAC Upgrades Project at the National Energy Technology Laboratory (NETL) in Morgantown, WV. The project aims to upgrade the HVAC systems in Building 3, Building 17, and Building 19 to improve energy efficiency and operational effectiveness. This solicitation is a 100% HUBZone Small Business set-aside. The contract will be awarded to the vendor providing the lowest price technically acceptable proposal.

Work Details
The contractor will be responsible for providing all personnel, facilities, equipment, materials, supplies, and services necessary for the completion of the HVAC upgrades in three buildings: Base (Building 3), Option I (Building 17), and Option II (Building 19). Specific tasks include:
- Installation of new HVAC systems in each building as per provided specifications and drawings.
- Compliance with local prevailing wage rates for laborers and mechanics employed under the contract.
- Submission of a lump sum price along with detailed pricing data for each building upgrade separately.
- Provision of Performance and Payment Bonds, Insurance, and a Preliminary Hazard Assessment after contract award.
- Adherence to environmental safety and health regulations throughout the construction process.

Period of Performance
The contract performance period is expected to be 270 days after notice to proceed.

Place of Performance
The construction projects will take place at the NETL facility located at 3610 Collins Ferry Road, Morgantown, WV.
